Dave has wanted the storm drain diverted for years, but the county always refuse. At the beach where the Surfrider Foundation is having a meeting, Stephanie meets her ex-husband Billy again. He has retired from his job in New York and moved back to L.A. He did so when he suffered from a minor heart attack.
