A polgármesternek világraszóló ötlete támad: a halastóból strandot kell csinálni, hogy beinduljon az idegenforgalom. A mi kis falunk felbolydul: Teca, a kocsmárosnő büfét akar nyitni a strandon, Stoki, a falu félnótás rendőre úszómesterré avanzsál, Erika, a polgármester asszisztense kijelöli a vízi mentőknek alkalmas személyeket, akiket Kati, a tanárnő és a pap képeznek ki. Kiderül, hogy Gyuri, a falu bikája nem tud úszni, de ez sem akadály, hiszen ő hasonlít legjobban David Hasselhoffra. A fürdőhely engedélyezése előtt a hivatal ellenőrzi a vízminőséget. Hiába próbálták kipucolni a tó fenekén felgyűlt szemétdombot, a strandot már a megnyitása előtt bezárják. Még a halakat is ki kell menteni a vízből, de nincs hova.
