T.C. and Victor investigate a boardwalk robbery ring in which an attractive woman offers assistance to foreign tourists who are then robbed by the woman's partners. When the robberies turn into murders, T.C. and Palermo go undercover as wealthy -- and outrageously dressed -- foreigners to catch the suspects.
