After preventing the whales from doing any more damage to the bridge, Max consults the whale Whistler, who is equipped with an electronic voice box. He discovers that a giant white whale is responsible for influencing the other whales into attacking the bridge. The white whale is in fact Doc Terror's giant sea-faring android. Max is captured by Terror and learns that he intends to use a whale army to attack Venice, currently hosting a symposium of the Council of World Scientists.
