Everyone has to clean up and it's all the Governor's fault. All-Star goes to the kelp helpers and apologizes to them, but they expect an apology from the governor himself. It takes a giant snorkeater terrorizing Snorkland to set the governor straight. The Kelp helpers really did make a great contribution to Snorkland after all.
