Okaro links the attack to a number of similar incidents on the patch within the last six weeks, and organises raids on all of the suspected targets. During the raids, Hunter chases one of the suspects, Paul Coles, who decides to jump from a high-rise balcony, leaving him with critical injuries. Soon, Okaro finds councillor Nicola Marsh breathing down his neck about the incident. Meanwhile, Hollis and Stamp investigate the disappearance of a factory worker, who is discovered to have absconded with all of the money from a lottery syndicate.
